On the issue of policies, Nigeria’s problem is sincerely not policies and national planning solutions for the economy, whether it witnesses continuous oil production or the ‘end of oil’; that is far too easy. One can make a list of credible sounding policies or right solutions for the Nigerian economy depending on whether the problem solver. Perhaps he or she, an economist, is a die-hard free-market advocate, a supporter of strong government intervention or is two-handed (will favour any policy selectively). Who will implement them? From my academic research experience, Nigeria scores 9/10 for resistance to policy introductions, especially when they disrupt the status quo of the Owners of Nigeria Technostructure. That is the problem.
There has been too much optimism invested in what is widely touted in Nigeria as the ‘dividends of democracy’ i.e. the benign and enabling outcomes of democracy. After 18 years of a return to democracy in Nigeria, the dividends of democracy on offer has only meant the military is no longer in government. The dividends have neither been delivered in the form of better leadership nor better governance. “Mantissism” is a revived doctrine of self-sacrifice once developed and practiced in former times to achieve the common good among communities currently emanating and harnessed in Nigeria by a small group as a return to principles that fostered collective prosperity and harmony in coastal West African society and well beyond. ‘Mantissism in practice’ is a potential antidote to legalised, legitimised or impunity-driven greed and corruption as well as misgovernance in society. The potential is not in doubt but the popularity and embodiment of the practice by large sections of the society has to be thoroughly promoted, constructed and developed to be functional and useful. Numerous factors are acutely responsible for the persistence and worsening of the phenomenon of corruption in many so-called democracies. These factors include regulatory capture, lack of transparency, inappropriate political systems, vertical policy transplantations, the weak rule of law, harsh economic conditions, the absence of political legitimacy etc. All these factors tend to be invisible to the general public and require scandal to be known. Another critical factor in the growth of corruption is the much less talked about “guilty accuser syndrome”. The guilty accuser syndrome is a sophisticated political selection strategy that ensures that only politicians with “dirty hands” can get into positions of power that are both strategic and lucrative. Such a syndrome is more associated with new and transition democracies than mature liberal version. The guilty accuser syndrome is a significant weapon of corrupt political patrons since it can ruin strong institutions and render institutional reform useless.

The ontology of the African unfortunately involves ‘senseless play’ to perpetuate it as derisory, and it is becoming more visible due to social media; it has always been that way. The upliftment of the African people is what is necessary for our ontology not play. The instrumental aspects of the social organisation of things get works done while ceremonial aspects embellish what is available. For a society to work well, the instrumental aspects should supersede the ceremonial ones. When the reverse is the case conspicuous ceremony become a prime societal goal in itself. The ceremonial can be solemn, but it is mostly dominated by play.
